About Us.

about-detail-imgOdisha Society for Social Audit Accountability and Transparency (OSSAAT) is an independent society of Govt. constituted under the aegis of PR & DW Department, Govt. of Odisha in accordance with Mahatma Gandhi National Rural Employment Guarantee Audit of Scheme Rules, 2011, MoRD, Govt. of India. The Society is constituted to conduct Social Audit of MGNREGS and other Welfare Schemes in the State. The OSSAAT is operating with a mission to uphold and expedite the Social Audit as an ideal means for incessant public awareness, monitoring and appraisal of all welfare and progressive schemes executed for the benefit of the rural poor. The vision of the Society is to work towards strengthening and deepening the Social Audit Process in the state so that Social Audit becomes an integral part of the State’s governance by ensuring that the autonomy and purity of the Social Audit process are maintained by all stakeholders. Accordingly there is a Governing Body of the Society under the Chairmanship of Chief Secretary, Odisha and an Executive Committee under the Chairmanship of Principal Secretary, PR & DW Department located at State Institute of Rural Development & Panchayati Raj campus, unit-VIII, Bhubaneswar. The Society has its own Finance Management and Accounts Manual and Human Resources Management Manual to effectively deal with Administrative and Financial Management Process. It has trained manpower at Gram Panchayat, Block, District and State Level who actually carry out the process of Social Audit. Continuous training, Skill Upgradation is also being taken up regularly for the resource persons for existing and new schemes for Social Audit by the Society. The chief objective of the Society is to create an enabling environment for Gram Sabha and Palli-Sabha, to conduct impartial and effective Social Audit of the Development Schemes and programmes in the Territory and to ensure that the Social Audit process remains autonomous from the mainstream of government administration and the implementing agency at all times. To ensure Transparency and Accountability; Social Audit of other Schemes like, National Social Assistance Programme, National Food Security Act, Integrated Child Development Scheme and MAMATA, Pradhan Mantri Awas Yojana-Gramin, 15th Finance Commission Grants Schemes are also taken up by OSSAAT. The Schemes like, PM-POSHAN, SAMAGRA SHIKSHA, other Social Justice Programmes of Govt .of India are also under process. In a democratic, socialistic polity like India Social audit has many dimensions and futuristic implications. 7 Years of milestone has been completed since its actual functioning. The society has not compromised in its ethics and principles and focused on establishing a Good Governance system in GP Level in implementation of different programmes of the Govt. with active people’s participation. We not only believes on people’s participation in general but also make it inclusive in nature by mobilising the most disadvantaged community for their Social, Economic and all round development.
